The method is applied to a terminal, the terminal includes a baseband processor, an application processor, and a communications interface. The baseband processor reports information about a first packet to the application processor, where the first packet is a to-be-sent packet discarded by the baseband processor. The application processor transmits a second packet to the baseband processor according to the information about the first packet, where the second packet is the same as the first packet. The baseband processor sends the second packet to a network device by using the communications interface.
