The emergency determination device includes a sensor configured to detect a vital sign of a person and a hand gesture of the person within a predetermined range, and a determiner configured to analyze the vital sign recognized by the sensor, to additionally analyze the hand gesture based on a result obtained by analyzing the vital sign, and to determine whether the emergency occurs, wherein the determiner analyzes the vital sign and determines whether the emergency occurs after the sensor detects a wake-up behavior.
