Aspects of the subject disclosure may include, for example, a device including a processing system including a processor, and a memory that stores executable instructions that, when executed by the processing system, facilitate performance of operations, where the operations include receiving an advertisement identifier; hashing the advertisement identifier, thereby creating a Bluetooth service identifier; transmitting device data including the Bluetooth service identifier in a Bluetooth transmission; and receiving content in a push notification, wherein a system associates the device data with the advertisement identifier to determine whether to create the push notification.
