The bicycle controller includes an electronic control unit that is configured to control a motor that assists in propulsion of a bicycle in accordance with a manual driving force. The electronic control unit is further configured to control an output torque of the motor to be less than or equal to a predetermined torque. The predetermined torque is changed in accordance with an inclination angle of the bicycle.
