The resource configuration method provided by the present application comprises: determining that a remaining minimum system information control resource set and an associated synchronous information block occupy a same beam by means of frequency division multiplexing; and determining configuration parameters of the remaining minimum system information control resource set and the associated synchronous information block, wherein the configuration parameters of the remaining minimum system information control resource set associated with the synchronous information blocks in each synchronous information block burst set are the same.
