The application processing includes a non-priority application processing processable in a non-preferential manner. The scheduling processing is capable of allocating, when a load on the communication processing resources does not reach a predetermined threshold, the communication processing resources to the non-priority application processing. The billing processing bills for the non-priority application processing at a usage fee of the communication processing resources more inexpensive.
