The network device obtains the signature information comprising the level information of the terminal device and sends the network configuration allocated for the terminal device according to the level information to the terminal device, thereby enabling the network device to perform differentiated network configuration for different terminal devices, thus improving the quality of service provided to high-level terminal devices.
