The first and second electrode layers are configured to, in response to a control signal, control the liquid crystal layer to forms a plurality of liquid crystal grating periods. The liquid crystal within each of the plurality of liquid crystal grating periods includes a plurality of segments with different refractive indices, and the refractive indices of the plurality of segments progressively increase in a direction perpendicular to an extending direction of the first electrodes in the first electrode layer.
