An example method includes: receiving, by a terminal device, M data blocks corresponding to control information of N downlink control channels, where the M data blocks are carried on a same carrier, N is a positive integer greater than or equal to 2, and M is a positive integer greater than or equal to 2; determining, by the terminal device, a target resource; and sending, by the terminal device, feedback information for the M data blocks on the target resource.
