The method includes: defining, in a hierarchical nesting manner, resource units of multiple granularities for a communication signal; and indicating one or more of the resource units to the terminal. With the present disclosure, the problem in the related art that the communication signal transmission on a full system bandwidth has high complexity and low efficiency is solved, and the purpose of flexibly defining and indicating the resources of the communication signal is realized.
