A device of the network obtains a configuration associated with a physical layer (PHY) channel, then the device selects a set of resources corresponding to the configuration from a plurality of resources and determines an actual resource from the selected set of resources to cause another device to transmit or receive a corresponding PHY signal on the determined actual resource.
