The first layer includes a ground, the second layer includes at least one antenna element and a dielectric adjacent to the at least one antenna element, the third layer includes a first area with a first periodic structure of first conductive cells and a second area at least partially surrounded by the first area, and the fourth layer includes a third area with a second periodic structure of second conductive cells and a fourth area at least partially surrounded by the third area.
