One example method performed by a terminal includes sending a quality of service QoS request message to a network device, receiving QoS information of the terminal that is sent by the network device based on identification information of the terminal, obtaining, based on the QoS information, a QoS parameter corresponding to a message identifier of a to-be-sent V2X message, obtaining, based on the obtained QoS parameter, a radio resource used to send the to-be-sent V2X message, and sending the to-be-sent V2X message by using the obtained radio resource.
