The method includes: receiving downlink control information (DCI), where the DCI carries a transmit power control (TPC) command; determining a closed loop power control index of the TPC command in the DCI; and updating a closed loop power control part corresponding to the closed loop power control index in transmit power of a first communication node according to the TPC command.
