When the terminal is in a first communications connection, the terminal receives a paging request for setting up a second communications connection. When the terminal receives the paging request for the second communications connection, if the terminal has a to-be-sent voice packet of the first communications connection, the terminal delays responding to the paging request for setting up the second communications connection, or if the terminal has no to-be-sent voice packet of the first communications connection, the terminal responds to the paging request for setting up the second communications connection.
