In one example method, an EIRP threshold of a spatial grid is determined, where the EIRP threshold of the spatial grid is related to a safety distance of the spatial grid, and a plurality of beams are controlled, so that a total EIRP of the plurality of beams in the spatial grid is less than or equal to the EIRP threshold.
