The optical panel includes: a substrate; a plurality of color filters arranged over the substrate; a first light-blocking layer arranged in the non-pixel area; a second light-blocking layer arranged in the non-pixel area and on the first light-blocking layer; and a color-converting layer and a transmission layer each overlapping a corresponding color filter from among the plurality of color filters in a plan view. Each of the first light-blocking layer and the second light-blocking layer defines a plurality of holes corresponding to the plurality of pixels, and a width of a hole of the second light-blocking layer is greater than a width of a hole of the first light-blocking layer.
