A BS includes a transceiver configured to transmit an AR via a DCI format in a PDCCH. The BS includes a processor configured to configure the transceiver to operate in a first state associated with a transmission of a first DCI format in a first search space set, and to operate in a second state associated with a transmission of a second DCI format in a second search space set.
