The sending method includes: determining a mapping-affecting factor, where the mapping-affecting factor is used to indicate a physical uplink shared channel (PUSCH) or uplink control information; mapping the uplink control information to the PUSCH based on the mapping-affecting factor; and sending the PUSCH to a base station.
