In an implementation, a terminal device transmits capability information to a network device, the capability information indicates a maximum quantity of ports of reference signals for channel state information (CSI) measurement supported by a terminal device in a time-domain unit, wherein the time-domain unit is one slot, and the capability information is determined based on a capability of the terminal device.
