The method is comprising: connecting to a non-terrestrial network (NTN) satellite serving a targeted service area via a service link, wherein the NTN satellite is connected to a gateway via a feeder link; receiving, from the NTN satellite, information on service time of a serving cell; starting to perform neighbor cell measurement at a time point before end of the service time of the serving cell by a certain time, regardless of whether a cell quality of the serving cell meets a cell selection criterion S, wherein the NTN satellite provides an earth fixed system, wherein the information on the service time includes information on when the serving cell is going to stop serving the targeted service area, wherein the information on the service time is provided based on a Coordinated Universal Time.
