A user equipment (UE) may determine that a condition associated with a first radio access technology (RAT) is satisfied. The UE may select a cell, from a list of anchor cells associated with a second RAT and configured for dual-connectivity, for a connection based at least in part on the determination that the condition associated with the first RAT is satisfied.
