The apparatus also includes an operational instruction creating unit configured to create an operational instruction for reusing the content according to the rights expression of reuse operation; a material reusing unit configured to reuse the content according to the operational instruction; a license information creating unit configured to create license information with the consumable quoting conditions deleted from the license information of the quoting content, as the license information of the quoted content; and an edit unit configured to edit the content.
