Disclosed is an aqueous water-repellent/oil-repellent composition containing the following components (A), (B) and (C). Fluorine-containing copolymer (A): a copolymer containing a polymerizable monomer (al) having a perfluoroalkyl group with 1-6 carbon atoms or a perfluoroalkenyl group wherein the amount of (al) is not less than 20% by weight relative to the copolymer. Surfactant (B): a surfactant essentially containing a sorbitan ester or an alkylene oxide addition product thereof. Aqueous medium (C): a medium substantially containing water only or water and a water-soluble organic solvent.
