Embodiments of a scheduler and a method for assigning frequency and time dimensions of downlink bursts in broadband wireless access networks are generally described herein. In some embodiments, the frequency and time dimensions of downlink bursts are assigned to each of a plurality of subscriber stations based on one or more individual channel characteristics and one or more individual data requirements associated with the subscriber stations.
