The present invention is a powder composition comprising a silicone according to the following formula (1) R1aR2bR3cSio(4-a-b-c)/2  (1) and a powder and/or a coloring agent, a dispersion of powder in an oil in which the powder composition is dispersed, and cosmetics comprising the same, wherein each R1 is, independently, an organic group selected from the group consisting of C1-30 alkyl groups, aryl groups, aralkyl groups, fluorinated alkyl groups, amino-substituted alkyl groups, carboxyl substituted alkyl groups, or polyoxyalkylene groups, R2 is a group derived from polyglycerin, and R3 is a group having an organopolysiloxane moiety.
