Spring steel wire is formed by drawing steel wire including a phosphate film, the weight of the film being in the range of 3.0 to 5.5 g/m2, and R/d being in the range of 1.06×10−3 to 3.92×10−3 where R represents surface roughness; and d represents the diameter of the spring steel wire.
