摘要：
A communication control system according to the present invention transmits and receives multiple data flows having different priorities to and from a radio communication terminal by a multicarrier using multiple carriers. The communication control system is provided with a carrier transmitter configured to transmit the multiple carriers to the radio communication terminal 2; and a carrier assignment unit configured to assign a data flow of a priority, which is different from that of a different data flow, a carrier different from that of the different data flow on the basis of the priorities of the respective data glows.
