A wireless communication device including a transceiver coupled to a controller configured to cause the transceiver to receive a downlink transmission including a reference signal from a base station while camped on the base station in idle mode, to estimate a quality metric of a hypothetical paging channel reception based on the reference signal, and to determine perform reselection evaluation of a neighboring base stations based on the estimated quality metric.
