The coal reforming apparatus has a radical scavenger supplier which supplies drying gas with a radical scavenger so that the low-quality coal can be dried in an atmosphere containing the radical scavenger, the drying gas being supplied from a drying gas supply source and heated by a heater, the radical scavenger being formed of an organic compound having a hydroxyl group.
