An apparatus includes an encoder for encoding picture data for at least a portion of a picture. The encoder includes a sparsity-based de-artifact filter for performing sparsity-based de-artifact filtering on the portion. One or more filter parameters for the sparsity-based de-artifact filtering are determined and selected responsive to variable transforms.
