The techniques include identifying one or more communication needs for each of one or more communications needed for execution of a project, identifying one or more members of each of the one or more communications and member information for each of the one or more members, using the one or more communication needs and member information to estimate one or more communication costs for each of the one or more communications needed for execution of the project, and comparing the one or more communication costs for each of the one or more communications to optimize resource allocation for executing the project.
