In a method of scheduling, a subframe (426) is communicated between a user equipment (102) and network equipment (110) wherein the subframe has a first transmission bandwidth configuration. The transmission bandwidth configuration includes a plurality of resource blocks and it least one of the resource blocks is configured as a control region (408). The control region includes an indicator that is used for scheduling a subsequent subframe (424). The method also uses the indicator to determine a transmission bandwidth of a second transmission bandwidth configuration for the subsequent subframe (421, 423). The second transmission bandwidth configuration can be adjusted by adjusting the power level of the resource blocks in the control region. In addition, The second transmission bandwidth configuration can be adjusted for a plurality of subsequent subframes.
