The invention provides a device and method for inter-cell interference coordination (ICIC) in a relay-assistant cellular network, comprising: determining, with respect to a sector, whether the sector is relay overloaded or neighboring sectors of the sector are relay overloaded according to load information of the neighboring sectors of the sector; enabling the sector to borrow relay resources released by the neighboring sectors of the sector if the sector is relay overloaded with respect to the neighboring sectors of the sector; and releasing relay resources allocated to the sector according to load information of the neighboring sectors of the sector if the neighboring sectors are relay overloaded with respect to the sector.
