An enhancement layer decoder decodes, per sample, coding unit, slice, or other appropriate syntax structure, an indication rlssp indicative of a stage in the base layer loop filter process. Reference sample information from a base layer for inter-layer prediction is taken from the indicated stage of the base layer loop filter.
