The network entity determines a path-loss difference between a first path-loss for the access terminal to a serving cell and a second path-loss for the access terminal to a neighboring cell. A power control parameter is determined based on the default power parameter and the pass-loss difference. A system for self-configuration of power control parameters based on downlink power is operable by a network entity that determines a default power parameter for an access terminal. The network entity determines a downlink power difference between a downlink power of a serving cell and a downlink power of a neighboring cell. A power control parameter is determined based on the default power parameter, the downlink power difference.
