The present invention resolves a problem that a conventional MBMS cannot transmit an emergency service or a burst service, and achieves an effect that although information such as a program information table cannot be provided to the UE in advance, the UE may be triggered by using the arrival indication of the service to receive the service, thereby satisfying a transmission requirement brought about by unpredictability of an emergency service or a burst service.
