The method includes: determining a characteristic parameter of user equipment; determining, according to a correspondence between a characteristic parameter and a resource configuration, a resource configuration corresponding to the characteristic parameter of the user equipment, and using the resource configuration corresponding to the characteristic parameter of the user equipment as a first resource configuration, where the first resource configuration includes one or more types of the following sub-configurations: a spreading resource configuration, a random access preamble format configuration, a narrowband resource configuration, and a frequency hopping pattern configuration; and determining a resource according to the first resource configuration, and performing information transmission with the user equipment by using the resource. In this way, unnecessary resource use and power expenditure are avoided, thereby economizing on resources.
