A system to provide real-time access to resources based on a driving record comprises: a receiving module to receive vehicle operation data of a vehicle operated by a driver, the vehicle operation data related to an instance of vehicle operation; an offer module to receive an offer for the driver based on the vehicle operation data; and a presentation module to present the offer to the driver substantially concurrent to the instance of the vehicle operation.
