When a light distribution curve in a plane perpendicular to the light-emitting surface is drawn for each surface-emitting panel, the light distribution curve has at least a portion in which a condition of L>cos θ is satisfied, with a luminance on a front side along an axis extending in a direction of normal to the light-emitting surface being defined as 1 and L representing a luminance in a direction in which an angle formed with respect to the axis in the plane is θ.
