The processor assigns at least one frequency spectrum segment for communication. A user device includes a transceiver and a processor. The transceiver of the user device receives a frequency utilization signal SFUS comprising frequency utilization information (FUI) associated with at least one available frequency spectrum segment. The processor of the user device determines communication preference information (CPI) for the user device; and the transceiver of the user device transmits a communication preference signal SCPS.
