The method comprises: when a terminal accesses a network, determining an attribute of the terminal; determining, on the basis of the attribute of the terminal, a configuration parameter corresponding to the terminal; and directing or configuring, on the basis of the configuration parameter, the terminal and/or directing or configuring a related network function entity or node at a network side.
