Impact of introduction of multi-beam transmission, a plurality of time-frequency resource configurations, or an uplink multi-waveform technology on a power headroom is considered, so that the power headroom is calculated and reported more accurately, to help a network side make a scheduling decision, thereby improving communication performance.
