A solution includes: for the parameter of the second-type BWP, determining a parameter determining rule based on a parameter type of the second-type BWP, where the second-type BWP includes N frequency domain resources, N is a positive integer, and N is greater than or equal to 2; and determining a parameter value of the second-type BWP according to the parameter determining rule.
