The second RRC message carries configuration information of a second node. The method also includes the terminal determining, according to a locally stored measurement result, whether the second node meets a target requirement. The method further includes if the second node does not meet the target requirement, the terminal carrying first indication information in a third RRC message sent to the first node. The first indication information is used for indicating that the second node is not accepted by the terminal.
