The first information indicates that the terminal device is to skip PDCCH blind detection. The terminal device determines a start moment of a first time period based on the first information. The terminal device stops the PDCCH detection within the first time period from the start moment of the first time period. The terminal device determines a time from which the PDCCH detection is actually stopped, so that the network device and the terminal device can have consistent understanding for the time from which the terminal device actually stops the PDCCH detection, to improve resource utilization and reduce power consumption of the terminal device.
