In some embodiments, the medium includes instructions stored thereon that, when executed by a processor, cause the processor to receive, at a server, from a first cluster of nodes on an edge network in communication with the server, first resource consumption data of a first service hosted on the edge network, calculate a first resource consumption quantity based on the first resource consumption data, receive, from a second cluster of nodes on the edge network, delayed resource consumption data of a second service hosted on the edge network, and calculate a second resource consumption quantity based on the delayed resource consumption data. In some embodiments, the first resource consumption data is collected at a first time and the delayed resource consumption data collected at the first time.
