Aspects of the subject disclosure may include, for example, determining a type of Subscriber Identity Module (SIM) within a communication device, and identifying a first testing file associated with a physical SIM type. Further embodiments can include converting the first testing file to a second testing file according to the type of SIM, and transmitting the second testing file utilizing Over-the-Air (OTA) communications to the communication device. Additional embodiments can include providing first instructions to the communication device, wherein the first instructions activate the second testing file on the communication device, and providing second instructions to the communication device, wherein the second instructions initiate testing of the communication device according to the second testing file.
