A radio access network device determines a matched local computing device based on a PDU session setup request message of a terminal device UE and local computing capability information of a local computing device. Then, the radio access network device sets up a PDU session between the local computing device and the terminal device. A network device (including the radio access network device and a core network device) uses the local computing device as a computing resource of a network, and the network device controls communication and interaction between the UE and the local computing device.
