The first condition includes: a first PUCCH resource overlaps a second PUCCH resource, or a first PUCCH resource and a second PUCCH resource are in a same time unit. The first PUCCH resource carries first feedback information corresponding to first downlink data. The first feedback information includes first negative acknowledgement (NACK) information of the first downlink data but does not include first positive acknowledgement (ACK) information.
